This paper adopted a mixed method approach and a case study research design. The quantitative data was collected through closed ended questionnaires while the qualitative data was collected through semi-structured interviews. This paper sampled a total of 36 participants in the King Sabata Dalindyebo Local Municipality through simple random sampling technique in the few selected different wards of the municipality. The closed ended questionnaires were distributed to 30 participants while 6 municipal officials were interviewed. The quantitative data was analysed using SPSS while the qualitative data was analysed through a thematic approach. International Journal of Business Ecosystem & Strategy · 2024

Read abstract

This article seeks to analyse the impact of systemic hurdles, organisational inertia, and technology limitations on the digital transformation initiatives of the State Information Technology Agency (SITA) in South Africa. The study aims to present a comprehensive framework to improve SITA's digital transformation strategy by tackling these obstacles. This article aims to identify key areas including policy restructuring, capacity building, and the adoption of modern technologies such as cloud computing, big data, and the Internet of Things (IoT). We utilised a mixed qualitative-analytical approach for data collecting and processing. Primary data were collected via semi-structured interviews with SITA personnel, while secondary data were sourced from official SITA papers, such as annual reports and strategy plans. Thematic analysis was employed to discern reoccurring patterns and themes. An analysis was conducted on a dataset of SITA's digital activities spanning from 2012 to 2021. The study's principal findings indicate that (i) systemic obstacles, including antiquated infrastructure and reluctance to change, substantially hinder digital transformation, (ii) effective security protocols and strategic alliances are crucial for surmounting these obstacles, and (iii) the establishment of a comprehensive framework encompassing capacity building and the integration of advanced technologies can significantly bolster SITA's digital transformation initiatives, thereby enhancing. Nonetheless, the study possesses drawbacks, notably its dependence on qualitative data, which may not encompass the entirety of challenges encountered by SITA. Subsequent study ought to adopt a mixed methodologies approach to facilitate a more thorough analysis. Notwithstanding these constraints, the report provides significant insights and pragmatic recommendations for policymakers and practitioners engaged in digital transformation programs at SITA.

International Journal of Business Ecosystem & Strategy · 2024

Read abstract

This study intends to assess the impact of digital transformation on public sector service delivery, concentrating on the State Information Technology Agency (SITA) in South Africa. The report examines critical obstacles obstructing the effective execution of digital transformation programs, including as antiquated infrastructure, procurement inefficiencies, and opposition to change. It also analyses the advantages of agile approaches in improving flexibility, responsiveness, and collaboration in digital projects. We utilised a qualitative study methodology, conducting semi-structured interviews with SITA personnel and analysing pertinent organisational documents. The dataset comprised interviews with personnel from several departments, together with performance and service delivery reports spanning from 2015 to 2022. The study's principal findings indicate that (i) agile methodologies markedly enhance the adaptability and efficiency of digital transformation initiatives; (ii) robust data governance and sharing practices promote transparency and accountability, albeit encountering obstacles such as data silos and inconsistent quality; and (iii) addressing challenges such as digital hesitancy and leadership deficiencies is crucial for cultivating a culture that encourages innovation and continuous improvement. The study ultimately offers strategic recommendations for tackling these difficulties and improving digital transformation initiatives inside SITA.

Alouis Chilunjika

International Journal of Business Ecosystem & Strategy · 2024

Read abstract

Over the years public institutions have faced problems relating to the unprofessional property asset management due the continued usage of the archaic paper-based property management systems which have compromised the pristine property management efforts of public institutions. It is against this backdrop that the study examines the key drivers as well as the prospects for adopting the IEPMS in public sector property management institutions in Zimbabwe’s Harare province. The study being qualitative, relied on the interpretivism research philosophy was hinged on the Information Systems Success model as its theoretical framework. The study established that the public sector in the Harare province relies on the paper based, traditionalized property management practice that is fragmented. The absence of an up-to-date property asset register for all state properties, the need to address corruption, state property theft and embezzlement of state funds as well as the need to adhere with international best practices were the key drivers for the need to adopt the IEPMS. This enhances dependability, saves time, money and improves on professional property management and service delivery. The study recommends the need to seriously embrace digitalization through the adoption and operationalization of an IEPMS which is efficient and enhances accountability and transparency.

Malefetsane Alphons Mofolo

International Journal of Business Ecosystem & Strategy · 2024

Read abstract

Since the first case of the COVID-19 pandemic in South Africa in 2020, public participation in municipalities took a knock as COVID-19 regulations prohibited large crowds from gathering. Because the Matjhabeng local municipality's valuation roll was about to be renewed, this became a major point of contention. As a result, this article investigated how Matjhabeng local municipality conducted public participation to comply with the law during the pandemic. The study is primarily quantitative, but qualitative aspects are also included. According to the findings, the municipality failed to use other platforms to ensure that no one was left behind while drafting the rates policy. As a result, it is suggested that the use of m-government in Matjhabeng local municipality is necessary for public participation during COVID-19 and beyond.

Challenges facing local government authorities in the use of electronic record keeping for human resource management

Jackson Emmanuel Payowela

International Journal of Research in Business and Social Science · 2024

Read abstract

This study determines the challenges faced by Local Government Authorities in the use of e-record keeping for Human Resource Management (HRM). The study was conducted at Morogoro Municipal Council (MMC) as among the Local Government Authorities (LGAs) which continue to use paper-based record keeping in Tanzania. A case study design was employed to ensure an in-depth understanding of the phenomenon. A questionnaire and interviews were used in collecting data from 107 respondents. Data from the questionnaire were analysed descriptively through the Statistical Package for Social Sciences (SPSS) whereby means and standard deviatons were calculated. On the other hand, data from interviews were analysed through content analysis. The study was guided by two models, which are Kurt Lewin’s Change Management Model, as the guiding model, and ADKAR Change Management Model, as the supporting model. The study revealed lack of reliable internet service, lack of top management support, inadequate IT experts, staff resistance, and inadequate funds as the main challenges facing MMC in the use of electronic record (e-record) keeping for HRM. This implies that, in some cases, the government formulates good policies without ensuring a conducive environment for their implementation. In the light of the revealed challenges, the study recommends that LGAs especially MMC should take initiatives to develop and implement a comprehensive e-governance programme that, among other things, will address the revealed challenges. In addition, the government should creation environments that support implementation of its policies particularly those related to ICT and e-governance.
