Conceptualizing the role of entrepreneurship and SME in fostering South Africa's local economic development

Andrew Enaifoghe · Makhosazana Faith Vezi-Magigaba

International Journal of Research in Business and Social Science · 2023

Read abstract

The purpose of the study was to investigate the roles of entrepreneurship and small and medium-sized businesses in fostering local economic development. Based on this assumption, this conceptual study attempts to investigate the function of small and medium-sized firms in LED. According to studies, the entrepreneurial spirit of the SME owner is a significant determinant of a SME's ability to surmount survival challenges and achieve sustainable growth. The article also attempts to locate and establish the purpose of the study by identifying the barriers that small and medium-sized businesses encounter in their efforts to contribute to economic growth and offering potential solutions to these barriers. Due to inadequate infrastructure development and a lack of the fundamental capabilities to control and influence local economic growth, the study concludes that exceptional measures are necessary to overcome obstacles such as finance and service. The purpose of this study is to answer the research question of whether the emphasis should be placed on creating competent entrepreneurs, particularly among previously disadvantaged individuals, if the government's goal to leverage the SMME sector is to have any significant success. It was noted that the LED is essential but has not been utilized frequently. Using a qualitative thematic analysis approach, the study accessed data on both private and public spaces primarily through secondary sources. The qualitative investigation accessed the foundational literature via a sophisticated search. According to the study, small and medium-sized enterprises play a crucial role in the promotion of LED. The study concluded, among other things, that the local level of governance in South African municipalities is incapable of providing basic services and the necessary infrastructure.

Assessing the role of entrepreneurship industry and SMEs to economic growth in South Africa

Trisha Ramsuraj

International Journal of Research in Business and Social Science · 2023

Read abstract

The study looked at the role and contribution of entrepreneurship industry to foster social and economic development through small, micro, and medium-sized businesses in South Africa. The conceptual research looked at the influence of small, micro, and medium-sized businesses (SMMEs) on South African development. The study's objective was to evaluate how small, medium-sized businesses (SMMEs) are now driving economic growth and solving social issues in a setting where big businesses and governments appear to be doing very little. As a result, the study examines how SMMEs might help the nation solve persistent societal evils including poverty, inequality, and social isolation. A desktop literature review research design was adopted to collect data on the role of entrepreneurship in South Africa, policies and practices of big business and government that exacerbate social issues in communities and impede socioeconomic development, as well as the specific roles that SMMEs play in achieving socioeconomic development goals. Findings from research indicate that, among other development outcomes, SMMEs are at the vanguard of creating jobs and fostering social and political justice in the nation. Future empirical studies that account for and evaluate the importance of SMME contributions to the construction of economic, social, and political justice in the nation are advised because this work lacks the empirical support necessary to substantiate its conclusions and observations.

Support from the government for SMEs in South Africa

Ntsieni Ramasimu · Morengwa Jacobeth Majadibodu · Watson Ladzani

International Journal of Research in Business and Social Science · 2023

Read abstract

This study intended to investigate how the Lephalale Local Municipality's small and medium companies (SMEs) are hampered by a lack of government support. This study also aims to demonstrate how SMEs face difficulties in surviving as a result of problems in the business environment. Consequently, the government of South Africa has programs to assist SMEs. The growth of SMEs is important for advancing innovation, wealth distribution, and employment. The majority of SMEs launch and maintain their businesses with their own money. By using a qualitative research approach and semi-structured in-person, phone, and email interviews to collect data, the goals of this study were met. There were 318 registered SMEs in the area. Using purposive sampling methods, data from operational enterprises with a lifespan of 0 to 5 years were gathered. Atlas TI 8 was used to evaluate the data. The primary conclusions of this study show that (i) small and medium-sized enterprises (SMEs) find it difficult to maintain their operations because they lack access to capital and business equipment. This fails if SMEs are not given the proper support. Because they lack the resources to compete with big companies, SMEs find it challenging. (ii) Small and medium-sized enterprises (SMEs) should think about enrolling in bookkeeping training and sending their staff to business training in order to network for the survival of the company. In order to assist SMEs in fulfilling the requirements for maintaining their enterprises, this study advises the government to examine present standards. With the right assistance, SMEs can create business plans and maintain operations, which will result in the creation of jobs, particularly for local communities. The government ought to think about mentoring and overseeing sponsored SMEs.

The role of small, medium, and micro enterprises in contributing to the socioeconomic development of South Africa

Joelle Danielle Ngo Ndjama · J. Van Der Westhuizen

International Journal of Research in Business and Social Science · 2024

Read abstract

Since the start of the democratic era in 1994, South Africa has prioritised small, medium, and micro enterprises for economic growth and social development, offering significant opportunities to the unemployed population. However, the extent to which SMMEs contribute to the socio-economic progress of a particular economy is contingent upon various factors, including the specific country or sector in which they operate. In South Africa, the majority of SMMEs operate within the services sector, with 30% in wholesale and retail trade, 23% in community and social services, and 14% in financial services. Grounded on the  Resource-Based View theory, this study aims to investigate how SMMEs contribute to the social and economic development of South Africa. Furthermore, their contributions align with four of the Sustainable Development Goals of the United Nations, making this research both relevant and timely. This systematic literature review included nineteen research articles using bibliometric indicators from the Google Scholar database. As a result, the literature review revealed four key SMMEs’ contributions to South African socio-economic development namely employment creation and income generation, economic growth, development and specialisation, contribution to GDP, and poverty alleviation. To further enhance this contribution, it is recommended that governments provide support in the form of training programs, access to finance, and mentorship opportunities to help SMMEs grow and create more job opportunities..

Mzwandile Refuge Xaba · Nokukhanya Jili · Mandisi Matyana

International Journal of Research in Business and Social Science · 2024

Read abstract

Local Economic Development strategies were formulated in response to the stipulations made by the national government of South Africa. The national mandate placed the responsibility on the local sphere of government to promote economic progression from a grassroots level and to contribute to developmental activities within the state. The National Framework LED has been created as a basis for the effective practice of LED in terms of implementation. This paper focused mainly on evaluating the effectiveness of Local Economic Development strategies in uMhlathuze Local Municipality within Empangeni town. This paper and its problem were developed by the researcher due to the growing unemployment rate in South Africa which mostly affects young people, more especially at the municipal level. The researcher was convinced to evaluate how the economic development strategies or initiatives addressing the issue of unemployment and assisting economic development within the uMhlathuze Local Municipality, intending to come up with mechanisms that may be put at hand to ensure the effectiveness of these strategies provided to address economic issues with the municipality. This paper employed qualitative methods to collect and analyze data. Qualitative data were collected from community members and staff of the municipality within the Department of Economic Development through the use of questionnaires. The analysis of qualitative data was done through thematic analysis. The findings of the research revealed that there is a communication breakdown between the community and the municipality to enable the community to use the opportunities for economic development. This paper recommends that the municipality needs to develop/advance communication methods to ensure that the community is informed and aware of the development opportunities that are provided by the community.

Empowering small businesses for SDG 7 in Tshilamba Rural Township: enhancing state capacity for sustainable development in South Africa

Ritshidze Nethengwe · Thanyani Madzivhandila · Kgalema Abbyton Mashamaite

International Journal of Business Ecosystem & Strategy · 2026

Read abstract

Sustainable development aims to create a societal framework in which economic advancement transpires without undermining environmental integrity. Despite advancements in developed countries, an estimated 1.3 billion individuals worldwide continue to experience a lack of access to electricity, significantly impeding their socio-economic development. This study examined the potential strategies for Thulamela Local Municipality to augment its initiatives related to Sustainable Development Goal (SDG) 7, with a particular emphasis on the empowerment of small businesses to address energy requirements and advance sustainable development objectives. Therefore, the mixed-methods approach was employed, distributing 42 questionnaires to small enterprises at Tshilamba Rural Township and conducting semi-structured interviews with 5 key officials from the Thulamela Local Municipality. A comprehensive review of relevant literature was also conducted to guide the research process before fieldwork. The findings of this study elucidated several barriers to energy access, which included an unreliable power supply, elevated electricity costs, insufficient infrastructure, and the substantial investment necessary for the implementation of sustainable energy solutions. The literature has further underscored the inadequacies in energy production and supply infrastructure, which constrain the operational efficiency of small businesses. The results clearly indicate that although these businesses are robust and profit-generating, they do not have the necessary infrastructure and assistance to implement sustainable energy solutions. Thus, it recommended establishment of collaborations with renewable energy suppliers to provide cost-effective solar options or different energy sources ideal for small-scale businesses.

Youth unemployment and the elusive promise of Sustainable Development Goal 8 in South Africa

Sakiel Albert Monama · Mashoto Semosa

International Journal of Business Ecosystem & Strategy · 2026

Read abstract

Three decades after the advent of democracy in South Africa, and with only five years remaining towards 2030 of attaining sustainable development, youth unemployment remains alarmingly high. The national unemployment rate currently stands at approximately 34%, with youth unemployment exceeding 60%. This persists despite the United Nations’ Agenda 2030, which outlines 17 Sustainable Development Goals (SDGs) aimed at eradicating poverty, fostering development, and stimulating inclusive economic growth. Specifically, SDG 8 seeks to “promote inclusive and sustainable economic growth, full and productive employment, and decent work for all”. Yet South Africa continues to grapple with entrenched unemployment, particularly among its youth, aggravating related social and economic challenges such as poverty, inequality, and crime. Achieving SDG 8 appears increasingly elusive for developing economies like South Africa, where political, social and economic realities often misalign with global development aspirations. This paper critically examines the embedded intricacies towards achieving SDG 8, focusing on the structural drivers of youth unemployment in South Africa. Guided by the Broken Window Theory, the study employs a qualitative, desktop-based research approach with systematic data analysis. Findings reveal that weak policy implementation, especially of pro-poor policies, remains a critical barrier, compounded by stagnant economic growth, high poverty rates, limited state capacity, corruption, policy uncertainty, and overreliance on the private sector for job creation. The paper concludes with recommendations for strengthening policy execution, expanding government capacity, and creating pathways for meaningful youth participation in the economy to realise the aspirations of SDG 8.

Governance challenges: A buffer in enhancing local economic development in the Vhembe District Municipality

Madzanga Carol Netshandama · Harry Munzhedzi

International Journal of Business Ecosystem & Strategy · 2026

Read abstract

This study focuses on the governance challenges in enhancing Local Economic Development (LED) in Vhembe District Municipality (VDM). Good governance is a critical factor in enhancing LED, as it ensures transparency, accountability, inclusivity, and efficient resource management. However, the municipality faces a multiplicity of local economic challenges, including poorly maintained infrastructure, a lack of an LED strategy, limited capacity, and low community participation. The article employed a mixed-method approach that comprised quantitative and qualitative research methodologies. Data were collected through a closed-ended questionnaire and structured interviews. For data analysis, the article adopted statistical methods for quantitative data and thematic content analysis for qualitative data. The article found that a lack of accountability, ineffective policy implementation, poor communication, and insufficient financial management practices are challenges VDM faces in enhancing LED. To address these challenges, the municipality should implement stronger accountability measures for officials to ensure transparency and improve the effectiveness of LED efforts. Community engagement should be enhanced by creating more inclusive platforms for participation. The municipality must implement regular, targeted training initiatives to enhance officials’ skills, knowledge, and capacity to drive effective governance and sustainable economic growth. Training programs for municipal officials will improve governance and support economic development.

SMMEs’ experiences with government support in Gauteng province, South Africa

Gosiame Eulenda Molope · Solly Matshonisa Seeletse · Mmboswobeni Watson Ladzani

International Journal of Business Ecosystem & Strategy · 2026

Read abstract

This study explores the effectiveness of government support structures and programs (GSSPs) for some Small, Medium, and Micro Enterprises (SMMEs) of Gauteng Province in South Africa through the lived experiences of seven respondents representing the SMMEs that received support. With thematic content analysis (TCA), the research exposes recurrent themes in the perceived effectiveness of the assistance provided by the GSSPs. The study highlights both successes and critical gaps. The findings suggest that the SMMEs appreciate the material support from the GSSPs. However, they indicate that the one-approach-fits-all used was deficient. The approach generally lacks holistic, customized intervention and limits the overall impact. They particularly would have preferred additional support in business management skills and funding. The study recommends a comprehensive and customized approach that represents responsive government support frameworks.
